2011 trail pass are here now !!!!! General Meeting Roger Mazerolle the president of the United ATV Club welcomes everyone! Ask everyone to be respectfully. Proximally 30-35 members Attended. Approval of the Agenda. Moved by Normand Cormier 2nd by Patrick Mazerolle all vote was yes by the members- ADOPTED READING OF THE LAST MINUTE GENERAL MEETING A brief report of the last general meeting of July 25, 2010 was given. This has been posted on the web in the past. REPORTS: Treasurer --- Eddy Boucher presented from a projector our finances' and budget, sold trail passes, groomer expensed etc... Once done Eddy ask if anyone has questions on the report? Some questions were asked and Eddy answered and explained as best as he could. Eddy ask the report be voted as is, motion was accepted moved by Ronnie Bourque 2nd by Yves Poirier. All votes from members were yes-adopted. TRAILS Eddy Boucher went on and explains and understood everyone complains. Grooming has been a big topic this winter. Some feel that the grooming has not been done or done properly. To find out where the problem is, Eddy went on with the groomer to see how it was like. A video has been presented to members to show the groomer doing its job and we also noticed our problems grooming the trails after a storm... As you can see, It has not been a normal winter. It's not normal to have to groom the trails more than 3 times a week with so many feet high, where to put it? We can't keep up with the snow we've been receiving. Groomer broke down trying to groom the trails. We ended up hiring snow blowers to remove the snow. Once that was done, 2 days after we received another snow storm. We all realize something has to be done. We've been doing research in this and came up with a solution for next year and the years to come. We (The United ATV Club) have to modified and invest in a snow plow some sort and put on the groomer to be able to plow the snow further than the groomer can push and do its job. There's just too much snow for the groomer to push and to make decent trails. We're hoping these snow storms we've been receiving will stop soon and get back into the norm! And praying Mother Nature will be kind! These men that we have are all volunteers and have family and career and give us a lot of their free time. So with that we would like to thank all the groomer committee for the entire patience and there hard work of trying to groom our trails the best possible. Thank You! It's decided that the groomer committee will be doing research on this problem. When we get a pattern, we will sell the old groomer and drag to renovate our groomer to prevent this problem to happen again. The question was asked to the members if it is a good ideal? A vote was put out: all votes were yes- ADOPTED. ***The groomer committee offered the members if you would like to understand how and what they (the groomer's committee) are going through in one day &night to contact one of the groomer drivers and they will make arrangement to bring you.*** The Fun Run of December 31st John gives out the report of the run what came in and what profit they made. He announces he will need more volunteer to help out on poker run and even fun run. Examples where given: registrations, drawing prize, writing down names, 50/50, etc… Help needed: We're passing paper we would like some help in Event of Poker Run or fun run. Trail management or other etc… If you're interested in volunteering contact one of the members posted on the web in your area. Others: - One of the members stated that it was a record year for the snow plow removal. - Question was asked what we are going to do about the trails in the summer. Answer is: We're already looking for contractors in each region for these entire problems. Last year Mother Nature was not kind to our trails and it was hard for our men to go and fix it. And some of the trails with holes that people are asking to fix are the government roads. Were working on that problem as we speak, it's in progress. - Members asking to put up no snow mobile sign - Ask to fix Després Road - Put up more shelters - Remove Blog on web or even make it private blog will be e-mail to one person stop the negativity. - Question for the Wiesner Bridge - Answer is we are still waiting for the approval of the environment. - The Bridge by Murray road needs fixing. Caution sign was put up. - John Goguen announce that he's given up the title of vice - president. He feels he gone 7 to 8 month a years can't be there for the club. - Have an area on the web for members or others to post there e-mail if interested in getting info. Agenda 1- Treasurer report 2- RCMP - Highway usage 3- Amazing Race 4- Trail management reports 5- Other Yves Poirier the director of Irishtown presented the Club VTT United ATV Club; give brief details of what the meeting will be about. Invited guess are The RCMP-Denis Richard and Jacque Bastarache also the Federation presentations are Daniel Boucher (president) and Jacque Poirier (management) and Claude Williams our MLA. The meeting Roger Mazerolle the president of the United ATV Club presented the agenda of the evening. He informs the member that he has received a lot of e-mails with all kinds of worries ex: RCMP about road crossing or driving alone the side to the next destination also making all kind of racket that some sort of 4 wheeler is disturbing the neighborhoods. Etc…. We understand your frustration. With our members and the invited guess maybe it can clarify certain things and maybe come up to an understanding and solution. So we would like to thank every one who took the time too attended our meeting. The RCMP's, The Federation, The MLA and the members. WE, THANK YOU! Treasurer Report Eddy announces to the members we in this Club have 482 members' registered. Eddy shown to everyone to see on a projector the status of our finances, groomer, repaired, expenses, spend and paid the balance etc… Which was pretty good? RCMP The RCMP did a mighty fine job of taking there time to answer each and everyone question. There worries, there concern, our rights, what were suppose to do? what if? Etc… -Explained to the members most of our problems and complains are mostly the one that's been a nuisance, loud, going fast passing cars so on, on public roads or coming off trails near residential areas. -Some have loud machines and some don't have trail pass and plates etc… Those are the one we want. These were some of the questions ask and answered in this meeting. Ex: 1-If we're legal, what can we do not to get a fine? Ex: 2-Why can't we drive on the side of the road to our next destination? Ex: some questions were comparing to other right of vehicles that drives on the road ex: like the farmer, Motorcycles' and skidoos. -The RCMP's Job is Safety First and most all is Safety comes first with each and every situation they deal with. -Answer call Its RCMP job to investigated complaints they have received from the public, home owner etc …about Disturbances. It is there job to answer the complaints so the head of the office will try and find and officer to deal with the problems. Basically when the calls are being answered and the officer goes and checks out the problem, they (the problem creator) may be done and gone. But by the time the officer arrived at the scene and because of this, some innocent driver may get fined because of someone else stupidity. But they do understand that we do have to drive alone the side of the road at times to get to our next trail. The RCMP told us we only have the right to cross. They (RCMP) may give you a look over or stop to check if everything is cool if your ATV is registered, plate, sticker ,drive on the right side of the road and doing acceptable speed and behaving in a good manner, most likely they will be cool and let us go. They (RCMP) can't not speak for every officer on the force some are new at this and some are not , some have patient some don't ,everyone is different, some had a bad day and good days . There just like us they have a job too do. As some member from the meeting had mention, it's not the vehicle that's the problem it the person perspective of not using there common sense when driving. The RCMP made an agreement with the members and the Board. There passing there business card if any problem so happen, to let the region director know and they will contact the RCMP and relate the message. The Amazing Race: The Amazing Race will stay on as planed, August 21, 2010. The RCMP and the Federation has giving us some really good news on input and ideas that we didn't quite know about, to make this even possible and easier for the future events. As of now, the request has been made for this event. For this event our message will be: "Respect, Be Responsible and Report" "Wear Your Helmet" "Have your ATV Legal" "And there shouldn't be any problems from the officers!" The Federations: The Federations also did a fine job of clarifying our questions for our members. Thank You! -They been working on getting a highway usage permit (HUP) it's been almost 5 years now and still trying. -5 years ago ATV were just stating to get more popular and back then the ATV weren't much of a problem. But time has change and now it's a well known problem. Today, the ATV is very actively and getting bigger every year. Question was asked: How can we help to move this law? We now have more information, our job is to contact and gather info and push a few peoples to get this thing started and it can take some time. Now that the ATV industry is getting bigger and the demand is greater then ever, were asking to change the law. The Law needs to be amended. We have a greater chance of getting what we want now, that we're a bigger group. Once the law has changed it will be a lot easier and would solve a lot of ATV problems. MLA Claude Williams, Agrees we have a problem and have too deal with this issue. He is willing to help. Understand our frustration He went on telling the Club what we should do to start the system. By us giving out our 4 years master plan of our ideas for the years ahead was a good start. Once we have the information he asking for, it will be easy for him to fight for our HUP. It's going to require the Club a lot of work, to change and Amended the law. It not going to be easy but it can be done with time. He, Claude Williams, will probably need our support in the future on this issue. Trail management Report: Each region director took their turn explaining what been done. Cocagne St-Thomas, Cormier Ville, Dixion Point: Received a message a place were it was getting to be a wash out, we're going to need a pipe to fix the problem. The trail doesn't really need major repairs, some water but still passable. ST-Antoine: A lot of the repairs that will need are pipes to fix the problems on our trails. We come to and understanding the deals on pipe we were getting it coming later then expected. So because of this we will need to look else were. Were asking, if they anyone that would know someone that can donate pipe to our clubs. To let us know we welcome any donation. Notre-Dame: First of all we like to give thanks to Armand Caissie for all the hard work he has done for us lately, good job! He caught most of our Beavers problems we were getting, most of the washes out have been repaired and new pipes put in. Thanks to Fern LeBlanc for the donation of the pipes with his donation we were able fix this. Wiesner, St-Philippe: Most our work was done last year so this year there not much to be done. The only problems at the moment are Beavers. Maybe after Armand is done the project he's doing he can go see the other regions and see what he can do? And we're still waiting on an answer from environments to give us the ok to start building our bridge. Have all the sign and poles waiting and ready for it. Murray road: A few water holes but drivable, need a some repaire. Irishtown: We're still working on getting land owner approvals. We're starting getting a sense of a direction to connect to the united ATV Trails Club. Thing are looking up.
